Parliament Adjourned Amid Opposition Protest Over NEET, Ram Temple Donation Case and Jantar Mantar Crackdown; Centre Pushes Key Bills
New Delhi: The second day of the Monsoon Session of Parliament witnessed repeated disruptions on Tuesday as Opposition parties intensified their demand for discussions on the alleged NEET examination paper leak, the Ram Mandir donation theft case and the recent police action against protesters at Jantar Mantar.
Amid continuous sloganeering and protests, proceedings in both the Lok Sabha and the Rajya Sabha were adjourned for the day and will now resume at 11 am on Wednesday.
Before the commencement of parliamentary proceedings, Prime Minister Narendra Modi, Union Home Minister Amit Shah and other senior leaders of the National Democratic Alliance (NDA) attended the alliance’s ‘Mangal Milan’ meeting at the Parliament Annexe.
The gathering focused on the government’s legislative priorities and the issues expected to dominate the ongoing session.
During the meeting, Union Parliamentary Affairs Minister Kiren Rijiju said the Prime Minister emphasised the need to establish a robust and foolproof examination system capable of preventing question paper leaks in the future.
According to Rijiju, the Prime Minister stressed that protecting the interests of students and restoring confidence in the examination process should remain a priority.
Despite the uproar in both Houses, the Centre moved ahead with its ambitious legislative programme for the Monsoon Session.
Among the key proposals is the Prevention of Insults to National Honour (Amendment) Bill, 2026, which seeks to make the intentional insult of, or disruption during, the singing of ‘Vande Mataram’ a punishable offence.
Apart from this legislation, the government has also listed several other important Bills for consideration during the session.
These include the Income-Tax (Amendment) Bill, 2026, aimed at replacing an ordinance and strengthening India’s sovereign debt market; the Supreme Court (Number of Judges) Amendment Bill, 2026, proposing an increase in the sanctioned strength of Supreme Court judges; the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026, intended to improve the ease of doing business and address delayed payments to MSMEs; and the Registration of Births and Deaths (Amendment) Bill, 2026, which proposes stricter norms for delayed registration while modernising the country’s civil registration framework.
The first day of the Monsoon Session on Monday also witnessed repeated interruptions as Opposition members insisted on discussions regarding the alleged NEET paper leak, concerns relating to students and the Ram Mandir donation theft case.
They also renewed their demand for the resignation of Union Education Minister Dharmendra Pradhan over the examination controversy.
Before Parliament assembled on Monday, Prime Minister Narendra Modi appealed for a constructive and productive session, urging all political parties to contribute meaningfully to legislative business.
During his remarks, he also highlighted several recent national achievements, including the milestone accomplished by Skyroot Aerospace.
Countering the Prime Minister’s remarks, Congress president Mallikarjun Kharge accused the government of avoiding debate on issues that had generated widespread public concern, including the alleged NEET irregularities and the Ram Mandir donation case.
He maintained that Parliament should prioritise discussions on matters directly affecting citizens.
As the Opposition continued raising slogans over the examination controversy and the police action against demonstrators at Jantar Mantar, proceedings in both the Lok Sabha and the Rajya Sabha were repeatedly suspended during the day because of persistent disruptions.
Amid the noisy scenes in the Lok Sabha, Union Law Minister Arjun Ram Meghwal introduced the Supreme Court (Number of Judges) Amendment Bill, 2026, proposing to increase the sanctioned strength of judges in the apex court from 33 to 37, to improve the disposal of pending cases.
Outside Parliament, several Opposition leaders, including Congress general secretary KC Venugopal, Priyanka Gandhi Vadra and Samajwadi Party president Akhilesh Yadav, criticised the Centre over its handling of the NEET controversy and condemned the police action against protesters, alleging that the concerns of students had not been addressed adequately.
Later in the day, Union Health Minister JP Nadda held discussions with a delegation of the Cockroach Janata Party (CJP).
During the meeting, the delegation reiterated its demand for the resignation of Union Education Minister Dharmendra Pradhan, sought the release of activist Sonam Wangchuk from hospital, and requested financial assistance of ₹1 crore each for the families of NEET aspirants who allegedly died by suicide.
Following the meeting, CJP leaders asserted that their nationwide agitation would continue until Dharmendra Pradhan stepped down from office.
They maintained that the movement would be intensified in the coming days unless their demands were addressed.

नई दिल्ली: संसद के मानसून सत्र के दूसरे दिन मंगलवार को भी लोकसभा और राज्यसभा में जोरदार हंगामा देखने को मिला। विपक्ष ने कथित नीट प्रश्नपत्र लीक, राम मंदिर दान चोरी प्रकरण तथा जंतर-मंतर पर प्रदर्शनकारियों के खिलाफ हुई पुलिस कार्रवाई पर चर्चा की मांग को लेकर सरकार को घेरा।
लगातार नारेबाजी और विरोध के कारण दोनों सदनों की कार्यवाही बाधित रही और अंततः उन्हें बुधवार सुबह 11 बजे तक के लिए स्थगित कर दिया गया।
संसद की कार्यवाही शुरू होने से पहले प्रधानमंत्री नरेंद्र मोदी, केंद्रीय गृह मंत्री अमित शाह और राष्ट्रीय जनतांत्रिक गठबंधन (एनडीए) के अन्य वरिष्ठ नेताओं ने संसद एनेक्सी में आयोजित ‘मंगल मिलन’ बैठक में भाग लिया।
इस बैठक में सरकार के विधायी कार्यक्रम और संसद सत्र के दौरान उठाए जाने वाले प्रमुख मुद्दों पर चर्चा की गई।
बैठक के बाद केंद्रीय संसदीय कार्य मंत्री किरेन रिजिजू ने बताया कि प्रधानमंत्री ने भविष्य में किसी भी प्रकार की परीक्षा में प्रश्नपत्र लीक की संभावना को पूरी तरह समाप्त करने के लिए एक मजबूत और भरोसेमंद व्यवस्था विकसित करने पर जोर दिया।
उन्होंने कहा कि छात्रों का विश्वास बनाए रखना और परीक्षा प्रणाली की पारदर्शिता सुनिश्चित करना सरकार की प्राथमिकता है।
सदनों में जारी गतिरोध के बावजूद केंद्र सरकार ने मानसून सत्र के लिए अपना व्यापक विधायी एजेंडा आगे बढ़ाया। सरकार जिन प्रमुख विधेयकों को पेश कर रही है, उनमें राष्ट्रीय सम्मान अपमान निवारण (संशोधन) विधेयक, 2026 भी शामिल है।
इस प्रस्तावित कानून के तहत ‘वंदे मातरम्’ के गायन के दौरान जानबूझकर अपमानजनक व्यवहार करने अथवा व्यवधान उत्पन्न करने को दंडनीय अपराध बनाने का प्रावधान किया गया है।
इसके अतिरिक्त सरकार ने कई अन्य महत्वपूर्ण विधेयकों को भी सदन के पटल पर रखने की तैयारी की है। इनमें आयकर (संशोधन) विधेयक, 2026, सुप्रीम कोर्ट (न्यायाधीशों की संख्या) संशोधन विधेयक, 2026, सूक्ष्म, लघु एवं मध्यम उद्यम विकास (संशोधन) विधेयक, 2026 तथा जन्म एवं मृत्यु पंजीकरण (संशोधन) विधेयक, 2026 शामिल हैं।
इन विधेयकों का उद्देश्य वित्तीय व्यवस्था को मजबूत करना, सर्वोच्च न्यायालय में न्यायाधीशों की संख्या बढ़ाना, एमएसएमई क्षेत्र को प्रोत्साहन देना और नागरिक पंजीकरण प्रणाली को अधिक प्रभावी बनाना है।
मानसून सत्र के पहले दिन सोमवार को भी संसद में लगातार व्यवधान देखने को मिला था। विपक्षी दलों ने नीट परीक्षा में कथित अनियमितताओं, छात्रों से जुड़े मुद्दों और राम मंदिर दान चोरी प्रकरण पर तत्काल चर्चा की मांग की थी।
साथ ही उन्होंने केंद्रीय शिक्षा मंत्री धर्मेंद्र प्रधान के इस्तीफे की मांग भी दोहराई थी।
सत्र शुरू होने से पहले प्रधानमंत्री नरेंद्र मोदी ने सभी दलों से सकारात्मक और सार्थक चर्चा के साथ संसद चलाने की अपील की थी।
अपने संबोधन में उन्होंने देश की हालिया उपलब्धियों का उल्लेख करते हुए स्काईरूट एयरोस्पेस की उपलब्धि को भी रेखांकित किया था।
प्रधानमंत्री की टिप्पणी पर प्रतिक्रिया देते हुए कांग्रेस अध्यक्ष मल्लिकार्जुन खड़गे ने आरोप लगाया कि सरकार उन मुद्दों पर चर्चा से बच रही है जिनसे देशभर में व्यापक चिंता उत्पन्न हुई है। उन्होंने कहा कि नीट परीक्षा विवाद और राम मंदिर दान प्रकरण जैसे मामलों पर संसद में गंभीर चर्चा होनी चाहिए।
दिनभर विपक्षी सांसद नीट परीक्षा विवाद और जंतर-मंतर पर हुई पुलिस कार्रवाई को लेकर नारेबाजी करते रहे, जिसके कारण लोकसभा और राज्यसभा की कार्यवाही कई बार बाधित हुई और बार-बार स्थगित करनी पड़ी।
हंगामे के बीच केंद्रीय कानून मंत्री अर्जुन राम मेघवाल ने सुप्रीम कोर्ट (न्यायाधीशों की संख्या) संशोधन विधेयक, 2026 पेश किया। प्रस्तावित विधेयक में सर्वोच्च न्यायालय में स्वीकृत न्यायाधीशों की संख्या 33 से बढ़ाकर 37 करने का प्रावधान किया गया है, ताकि लंबित मामलों के शीघ्र निस्तारण में सहायता मिल सके।
संसद परिसर के बाहर कांग्रेस महासचिव के.सी. वेणुगोपाल, प्रियंका गांधी वाड्रा तथा समाजवादी पार्टी के अध्यक्ष अखिलेश यादव सहित कई विपक्षी नेताओं ने सरकार की आलोचना करते हुए कहा कि उसने नीट परीक्षा विवाद और छात्रों के आंदोलन को संवेदनशीलता से संभालने के बजाय बल प्रयोग का रास्ता अपनाया।
दिन के बाद के घटनाक्रम में केंद्रीय स्वास्थ्य मंत्री जे.पी. नड्डा ने कॉकरोच जनता पार्टी (सीजेपी) के प्रतिनिधिमंडल से मुलाकात की।
प्रतिनिधिमंडल ने केंद्रीय शिक्षा मंत्री धर्मेंद्र प्रधान के इस्तीफे, सामाजिक कार्यकर्ता सोनम वांगचुक को अस्पताल से रिहा किए जाने तथा कथित रूप से आत्महत्या करने वाले नीट अभ्यर्थियों के परिजनों को एक-एक करोड़ रुपये की आर्थिक सहायता देने की मांग रखी।
बैठक के बाद सीजेपी नेताओं ने स्पष्ट किया कि जब तक केंद्रीय शिक्षा मंत्री धर्मेंद्र प्रधान अपने पद से इस्तीफा नहीं देते, तब तक उनका आंदोलन जारी रहेगा।
उन्होंने कहा कि आने वाले दिनों में देशभर में विरोध प्रदर्शन और तेज किए जाएंगे यदि उनकी मांगों पर सकारात्मक निर्णय नहीं लिया गया।
