Shehbaz Sharif Dodges Questions on Hafiz Saeed, Pakistan’s Terror Links at UN
Pakistan PM declines to respond when asked about LeT founder Hafiz Saeed and allegations that Islamabad shelters terror groups; India steps up criticism of Pakistan at UN.
NEW YORK: Pakistan Prime Minister Shehbaz Sharif avoided answering questions about Lashkar-e-Taiba (LeT) founder Hafiz Muhammad Saeed and allegations that Pakistan continues to provide a haven to terrorists when he arrived at and later departed from the United Nations headquarters in New York.
As Sharif entered the UN premises, an ANI journalist questioned him about Pakistan’s alleged support for terrorist groups and asked when Islamabad would stop harbouring terrorists.
The Pakistani prime minister did not respond and continued walking.
The issue was raised again when Sharif left the UN headquarters. Asked when Pakistan would prosecute Hafiz Saeed, the prime minister once again chose not to answer.
Saeed, who is from Pakistan’s Punjab province, is a designated terrorist under India’s Unlawful Activities (Prevention) Act, 1967.
He is identified by Indian authorities as the founder of the banned Lashkar-e-Taiba and has long been wanted in connection with the November 2008 Mumbai terror attacks.
The controversy surrounding Saeed has gained renewed attention following the April 22, 2025, terror attack in Pahalgam.
The National Investigation Agency (NIA) has alleged that Pakistan-based operatives linked to the banned Lashkar-e-Taiba were involved in the conspiracy behind the attack.
In its supplementary chargesheet, the NIA has named Hafiz Muhammad Saeed as Accused No. 8 and alleged that he was part of the broader conspiracy connected with the Pahalgam attack.
These remain allegations contained in the agency’s investigation and chargesheet.
India attacks Pakistan’s record at UN.
Sharif’s silence came a day after India mounted a sharp attack on Pakistan at the United Nations, accusing Islamabad of diverting attention from its domestic economic and governance challenges while pursuing what India described as territorial ambitions and cross-border terrorism.
Responding to Pakistan at the UN Human Rights Council, Indian diplomat Kshitij Tyagi said Islamabad should concentrate on economic development and the welfare of its population instead of seeking territory beyond its borders or backing terrorism.
Tyagi also criticised Pakistan’s economic dependence on financial assistance, arguing that hostile rhetoric and what he described as “theatrics” at the Council would do little to address the country’s financial difficulties.
India further accused Pakistan of failing to uphold human rights at home.
Tyagi referred to the situation in Pakistan-occupied Kashmir (PoK), where, according to India’s account, protests had been met with force and restrictions had affected access to essential commodities including food, fuel and medicines.
The exchange at the UN came amid continuing tensions between India and Pakistan over terrorism, Kashmir and allegations concerning militant groups operating from Pakistani territory.
Islamabad has repeatedly rejected accusations that it sponsors terrorism and has itself accused India of human-rights violations and other wrongdoing.
Hafiz Saeed remains a major point of India-Pakistan dispute
Saeed has been a longstanding point of contention between New Delhi and Islamabad.
Indian authorities have accused him and organisations associated with him of involvement in militant activities, while the United States has also designated him as a terrorist.
The 26/11 Mumbai attacks, in which 166 people were killed, have remained one of the most serious flashpoints in India-Pakistan relations.
India has repeatedly demanded that those responsible for planning and supporting the attacks be brought to justice.
Sharif’s refusal to engage with questions about Saeed at the UN is likely to draw renewed attention to India’s longstanding demand that Pakistan take action against individuals accused of involvement in cross-border terrorism.

न्यूयॉर्क: पाकिस्तान के प्रधानमंत्री शहबाज शरीफ ने न्यूयॉर्क स्थित संयुक्त राष्ट्र मुख्यालय में हाफिज मुहम्मद सईद और पाकिस्तान पर आतंकवादी संगठनों को कथित तौर पर संरक्षण देने के आरोपों से जुड़े सवालों का जवाब देने से परहेज किया।
शहबाज शरीफ जब संयुक्त राष्ट्र मुख्यालय में प्रवेश कर रहे थे, तभी ANI के एक पत्रकार ने उनसे पूछा कि पाकिस्तान आतंकवादियों को कथित रूप से पनाह देना कब बंद करेगा। शरीफ ने सवाल का कोई जवाब नहीं दिया और आगे बढ़ गए।
संयुक्त राष्ट्र मुख्यालय से निकलते समय भी पाकिस्तानी प्रधानमंत्री से इसी मुद्दे पर सवाल किया गया। उनसे पूछा गया कि पाकिस्तान लश्कर-ए-तैयबा (LeT) के प्रमुख हाफिज सईद के खिलाफ मुकदमा कब चलाएगा। इस बार भी शरीफ ने प्रतिक्रिया नहीं दी।
हाफिज मुहम्मद सईद पाकिस्तान के पंजाब प्रांत का निवासी है। भारत ने उसे गैरकानूनी गतिविधियां (रोकथाम) अधिनियम, 1967 के तहत नामित आतंकवादी घोषित किया है।
भारतीय एजेंसियां उसे प्रतिबंधित आतंकवादी संगठन लश्कर-ए-तैयबा के संस्थापक के रूप में पहचानती हैं। 2008 के मुंबई आतंकी हमले के मामले में भी उसका नाम प्रमुख आरोपियों में रहा है।
हाफिज सईद का नाम एक बार फिर चर्चा में तब आया जब 22 अप्रैल 2025 को जम्मू-कश्मीर के पहलगाम में आतंकी हमला हुआ।
राष्ट्रीय जांच एजेंसी (NIA) ने आरोप लगाया है कि प्रतिबंधित लश्कर-ए-तैयबा से जुड़े पाकिस्तान स्थित आतंकियों ने इस हमले की साजिश में भूमिका निभाई थी।
NIA के पूरक आरोपपत्र में हाफिज मुहम्मद सईद को आरोपी नंबर 8 बनाया गया है। एजेंसी ने उस पर पहलगाम हमले से जुड़ी व्यापक साजिश में शामिल होने का आरोप लगाया है।
ये आरोप जांच एजेंसी की चार्जशीट में दर्ज दावे हैं और संबंधित न्यायिक प्रक्रिया के अधीन हैं।
UN में भारत ने पाकिस्तान पर साधा निशाना
शहबाज शरीफ से सवाल-जवाब का यह घटनाक्रम उस समय सामने आया जब इससे एक दिन पहले भारत ने संयुक्त राष्ट्र में पाकिस्तान की तीखी आलोचना की थी।
संयुक्त राष्ट्र मानवाधिकार परिषद में पाकिस्तान के बयान का जवाब देते हुए भारतीय राजनयिक क्षितिज त्यागी ने कहा कि इस्लामाबाद को दूसरे देशों के क्षेत्र पर दावे करने या सीमा पार आतंकवाद को बढ़ावा देने के बजाय अपने आर्थिक विकास और जनता की समस्याओं पर ध्यान देना चाहिए।
त्यागी ने पाकिस्तान की आर्थिक स्थिति का भी मुद्दा उठाया और कहा कि आक्रामक बयानबाजी तथा अंतरराष्ट्रीय मंचों पर राजनीतिक प्रदर्शन से उसकी आर्थिक परेशानियों का समाधान नहीं होगा।
भारत ने पाकिस्तान में मानवाधिकारों की स्थिति पर भी सवाल उठाए। त्यागी ने पाकिस्तान के कब्जे वाले कश्मीर (PoK) की स्थिति का उल्लेख करते हुए आरोप लगाया कि वहां प्रदर्शनों के दौरान बल प्रयोग किया गया और आवश्यक वस्तुओं—खाद्य सामग्री, ईंधन तथा दवाओं—की आपूर्ति पर भी प्रतिबंधों का असर पड़ा।
भारत और पाकिस्तान के बीच आतंकवाद, कश्मीर और पाकिस्तान की धरती से सक्रिय आतंकी संगठनों को लेकर लंबे समय से तनाव बना हुआ है। पाकिस्तान भारत के आतंकवाद प्रायोजन संबंधी आरोपों को खारिज करता रहा है और खुद भारत पर मानवाधिकार उल्लंघन सहित कई आरोप लगाता रहा है।
मुंबई हमले से लेकर पहलगाम तक सईद पर भारत का रुख
हाफिज सईद लंबे समय से भारत और पाकिस्तान के बीच विवाद का एक प्रमुख मुद्दा रहा है। भारत ने उस पर और उससे जुड़े संगठनों पर आतंकवादी गतिविधियों में भूमिका का आरोप लगाया है। अमेरिका ने भी सईद को आतंकवादी के रूप में नामित किया है।
नवंबर 2008 के मुंबई आतंकी हमले में 166 लोगों की मौत हुई थी। यह हमला भारत-पाकिस्तान संबंधों में सबसे गंभीर घटनाओं में शामिल रहा है। भारत लगातार यह मांग करता रहा है कि हमले की साजिश रचने और उसे समर्थन देने के आरोपियों के खिलाफ प्रभावी कानूनी कार्रवाई की जाए।
संयुक्त राष्ट्र मुख्यालय के बाहर हाफिज सईद को लेकर पूछे गए सवालों पर शहबाज शरीफ की चुप्पी ने एक बार फिर आतंकवाद के मुद्दे पर भारत-पाकिस्तान के बीच जारी कूटनीतिक टकराव को चर्चा में ला दिया है।
