Supreme Court Directs UP Government to Prepare Development Plan Around Banke Bihari Temple
The Supreme Court has directed the Uttar Pradesh government to prepare a comprehensive development plan to improve facilities and crowd management around the famous Banke Bihari Temple in Vrindavan.
The court stressed that while modernization and infrastructure upgrades are necessary, the temple’s religious traditions, cultural identity, and spiritual atmosphere must remain protected.
During the hearing, the court observed that the growing number of devotees visiting the temple has created serious concerns regarding safety, traffic congestion, and public convenience.
It emphasized that any redevelopment work should be carried out in a balanced and sensitive manner without harming the sentiments of worshippers or disturbing long-standing traditions.
A bench led by Justice Suryakant and Justice Joymalya Bagchi heard petitions regarding crowd management and the need for improved arrangements at the temple.
The court stated that scientific and well-planned administrative measures are essential to manage the increasing rush of pilgrims, especially during festivals and peak visiting hours.
The Supreme Court also suggested the formation of a high-level committee comprising experts and representatives familiar with local traditions and public administration.
The committee is expected to study ways to improve access routes, regulate crowd movement, and enhance civic infrastructure around the temple premises.
The court noted that the redevelopment plan should include better roads, organized entry and exit systems, improved sanitation, drinking water facilities, parking arrangements, and accommodation support for devotees.
It added that special attention must be given to the needs of senior citizens, women, children, and differently-abled visitors.
The judges clarified that the objective is not only to improve infrastructure but also to preserve the spiritual and cultural essence of the temple town.
They said the development model should ensure that Vrindavan’s religious heritage remains intact while making the pilgrimage experience safer and more comfortable for visitors.
During the proceedings, concerns were also raised about uncontrolled construction and increasing pressure on local infrastructure due to rising tourist and pilgrim footfall.
The court observed that planned urban development is necessary to maintain both public order and the sanctity of the temple environment.
The Uttar Pradesh government informed the court that it is already working on proposals related to traffic management, public amenities, and crowd regulation around the temple area.
The Supreme Court directed the authorities to continue consultations with stakeholders and prepare a long-term roadmap for sustainable development in and around the Banke Bihari Temple corridor.
