UP Cabinet Boosts Senior Citizens’ Rights, Approves Court Managers Rules 2026
Elderly parents facing neglect or abuse will get a clearer and time-bound mechanism to seek action against their children, while the state has also approved a new service structure for 81 court managers.
The Uttar Pradesh Cabinet has strengthened protections for elderly parents, including a clearer process against abusive or neglectful children, and approved new rules for 81 court managers.
The Uttar Pradesh government has moved to strengthen legal and administrative safeguards for senior citizens, with the state Cabinet approving changes to the rules governing the welfare of elderly parents.
The decision is aimed at giving older people a more effective remedy when they face neglect or mistreatment within their families.
The amendments to the Uttar Pradesh Maintenance and Welfare of Parents and Senior Citizens Rules, 2014 will make the process of disinheriting children clearer and subject to defined timelines.
According to Finance Minister Suresh Khanna, the revised provisions are intended to protect the dignity and rights of senior citizens who are not properly cared for by their children or are subjected to abuse.
Under the new arrangement, aggrieved parents and senior citizens will be able to approach the district magistrate with their complaints.
The government has said such grievances will be taken up within 30 days. District magistrates will also send monthly reports on these cases to the state government, creating a mechanism for regular monitoring.
A dedicated toll number is also set to be introduced to help elderly citizens seek assistance and register complaints more easily.
The government believes the new provisions will make family members more conscious of their responsibility towards ageing parents and reinforce the need to treat senior citizens with respect.
In a separate Cabinet decision, the Uttar Pradesh government approved the draft of the Allahabad High Court (Court Managers Centralized Service) Rules, 2026, a move designed to improve the management of judicial institutions.
The new framework will cover court managers serving in the Allahabad High Court and district courts across the state.
Their duties and service conditions will be brought under a more organised structure, with the government expecting the changes to improve administrative efficiency within the judiciary.
A total of 81 court managers will be appointed under the proposed system. Their revised pay scale has been fixed between Rs 56,100 and Rs 1,77,500.
These professionals will assist courts in areas such as human resource management, infrastructure, case-flow monitoring and administrative coordination.
By assigning such specialised responsibilities to trained court managers, the government expects to reduce the burden of non-judicial work on judges and judicial officers.
The rules were framed in line with directions issued by the Supreme Court in May 2025 concerning the role of court managers.
The Allahabad High Court prepared the draft framework based on those directions before it was submitted to the Uttar Pradesh government and subsequently approved by the Cabinet.
Taken together, the two decisions address very different areas of governance. One seeks to provide greater protection to elderly people facing neglect within their own families, while the other focuses on improving the institutional capacity of the state’s judicial system.

उत्तर प्रदेश कैबिनेट ने वरिष्ठ नागरिकों की सुरक्षा और अधिकारों से जुड़े नियमों में बदलाव को मंजूरी दी है। साथ ही 81 कोर्ट मैनेजरों के लिए नई केंद्रीयकृत सेवा व्यवस्था को भी स्वीकृति मिली है।
उत्तर प्रदेश में बुजुर्ग माता-पिता के अधिकारों को और मजबूत करने की दिशा में योगी सरकार ने अहम कदम उठाया है।
राज्य मंत्रिमंडल ने वरिष्ठ नागरिकों की देखभाल और कल्याण से संबंधित नियमों में संशोधन को मंजूरी दे दी है, जिससे उपेक्षा या दुर्व्यवहार झेल रहे माता-पिता के लिए अपनी संतान के खिलाफ कार्रवाई और संपत्ति से बेदखल करने की प्रक्रिया अधिक स्पष्ट हो सकेगी।
सरकार का कहना है कि संशोधित प्रावधानों का उद्देश्य बुजुर्गों को सम्मान और सुरक्षा के साथ जीवन जीने के लिए मजबूत व्यवस्था उपलब्ध कराना है।
वित्त मंत्री सुरेश खन्ना के अनुसार, नई व्यवस्था में कार्रवाई की प्रक्रिया को अधिक स्पष्ट और समयबद्ध बनाया गया है।
ऐसे मामलों में वरिष्ठ नागरिक जिला मजिस्ट्रेट के समक्ष शिकायत दर्ज करा सकेंगे।
सरकार ने कहा है कि शिकायतों की सुनवाई 30 दिन के भीतर की जाएगी। साथ ही जिला मजिस्ट्रेट को इन मामलों की मासिक रिपोर्ट राज्य सरकार को भेजनी होगी।
बुजुर्गों को शिकायत दर्ज कराने में त्वरित सहायता देने के लिए एक टोल नंबर भी शुरू किया जाएगा।
सरकार को उम्मीद है कि इससे वरिष्ठ नागरिकों को प्रशासन तक पहुंचने में आसानी होगी और परिवारों में बुजुर्ग माता-पिता की देखभाल तथा सम्मान के प्रति जवाबदेही बढ़ेगी।
कैबिनेट बैठक में न्यायिक व्यवस्था से जुड़ा एक और महत्वपूर्ण फैसला भी लिया गया। सरकार ने इलाहाबाद हाई कोर्ट (कोर्ट मैनेजर्स सेंट्रलाइज्ड सर्विस) नियम, 2026 के मसौदे को मंजूरी दे दी है।
नई व्यवस्था के तहत इलाहाबाद हाई कोर्ट और प्रदेश की जिला अदालतों में कार्यरत कोर्ट मैनेजरों की सेवा संरचना और जिम्मेदारियों को अधिक व्यवस्थित रूप दिया जाएगा।
सरकार का मानना है कि इससे न्यायालयों के प्रशासनिक कामकाज में सुधार होगा।
प्रदेश की न्यायिक व्यवस्था के लिए कुल 81 कोर्ट मैनेजर नियुक्त किए जाएंगे। उनके वेतनमान और सेवा ढांचे में भी बदलाव किया गया है।
कोर्ट मैनेजरों का वेतनमान 56,100 रुपये से 1,77,500 रुपये तक तय किया गया है।
ये अधिकारी मानव संसाधन, बुनियादी ढांचे, मामलों के प्रबंधन, प्रशासनिक समन्वय और अन्य प्रबंधकीय कार्यों में न्यायालयों की सहायता करेंगे।
इससे न्यायाधीशों और न्यायिक अधिकारियों को गैर-न्यायिक जिम्मेदारियों से कुछ राहत मिलने की उम्मीद है, ताकि वे अपने मुख्य न्यायिक कार्यों पर अधिक ध्यान दे सकें।
सरकार के अनुसार, कोर्ट मैनेजर्स के लिए नए नियम सुप्रीम कोर्ट के मई 2025 के निर्देशों के अनुपालन में तैयार किए गए हैं।
इलाहाबाद हाई कोर्ट ने इन निर्देशों के आधार पर सेवा नियमों का मसौदा तैयार किया था, जिसे बाद में राज्य सरकार के पास भेजा गया और अब कैबिनेट ने इसे मंजूरी दे दी है।
कैबिनेट के दोनों फैसले अलग-अलग क्षेत्रों से जुड़े हैं, लेकिन दोनों का उद्देश्य प्रशासनिक व्यवस्था को अधिक प्रभावी बनाना है।
एक ओर बुजुर्गों को पारिवारिक उपेक्षा और दुर्व्यवहार से बचाने के लिए मजबूत तंत्र तैयार किया जा रहा है, वहीं दूसरी ओर अदालतों के प्रबंधन को बेहतर बनाने के लिए विशेषज्ञ प्रशासनिक व्यवस्था विकसित की जा रही है।
