UP-Japan Economic Ties Deepen as Yogi Announces ₹600-Crore Yamanashi Fund, Dedicated Investment Desk
Four new MoUs covering skills, technical training, tourism and Japanese GCCs mark a broader push to translate Uttar Pradesh’s ties with Japan into investment, employment and long-term institutional cooperation.

Lucknow, August 21: Uttar Pradesh on Friday unveiled a new framework to deepen its economic engagement with Japan, with Chief Minister Yogi Adityanath announcing a ₹600-crore fund linked to Japan’s Yamanashi prefecture for the state’s MSME sector and a dedicated Yamanashi Desk at Invest UP.
The initiatives were announced during the Japan–India Business Networking Event at Indira Gandhi Pratishthan in Lucknow, where Yamanashi Governor Kotaro Nagasaki led a Japanese delegation that included business representatives.
Senior ministers and top officials of the Uttar Pradesh government also attended the programme.
The investment and business cooperation package was accompanied by four Memorandums of Understanding in areas including skill development, technical training, tourism and the expansion of Japanese Global Capability Centres (GCCs).
The agreements are expected to widen the scope of cooperation beyond conventional investment promotion.
Adityanath said Uttar Pradesh was seeking a more structured and results-oriented partnership with Japan, rather than limiting engagement to periodic investment discussions.
The proposed Yamanashi Desk at Invest UP, he said, would act as a specialised interface for companies and investors from the Japanese prefecture.
The Chief Minister also called for regular coordination with the Japan External Trade Organisation (JETRO) and the Japan International Cooperation Agency (JICA).
Such engagement, he said, could help identify emerging business opportunities, resolve operational concerns of investors and speed up the conversion of proposals into projects.
Highlighting Uttar Pradesh’s changing industrial landscape, Adityanath pointed to expanding connectivity, stronger infrastructure, a large skilled workforce and policies designed to attract investment.
He said the state had the scale and human resources needed by Japanese businesses, while Japan could contribute advanced technology, technical expertise and international experience.
According to the Chief Minister, the goal is to build a partnership in which capital inflows are closely connected with technology transfer, workforce development and job creation.
He described Japan as a long-term development partner for Uttar Pradesh and said the new institutional mechanisms were intended to turn discussions into measurable outcomes.
The ₹600-crore Yamanashi fund is expected to provide an additional support mechanism for Uttar Pradesh’s micro, small and medium enterprises, while the dedicated investment desk could offer Japanese companies a more focused channel for engagement with the state government.
With the four MoUs and the new investment facilitation measures, Uttar Pradesh is seeking to place its relationship with Japan on a broader institutional footing—linking industrial growth with skills, innovation, tourism and employment opportunities.

मुख्यमंत्री योगी आदित्यनाथ ने उत्तर प्रदेश के MSME क्षेत्र के लिए ₹600 करोड़ के यामानाशी फंड, Invest UP में विशेष यामानाशी डेस्क और जापान के साथ सहयोग बढ़ाने के लिए चार नए समझौतों की घोषणा की।
कौशल विकास, तकनीकी प्रशिक्षण, पर्यटन और जापानी ग्लोबल कैपेबिलिटी सेंटर्स से जुड़े चार समझौते; उत्तर प्रदेश-जापान सहयोग को निवेश से आगे दीर्घकालिक आर्थिक साझेदारी में बदलने की तैयारी।

लखनऊ: उत्तर प्रदेश ने जापान के साथ अपने आर्थिक और संस्थागत संबंधों को नई दिशा देने की पहल की है। मुख्यमंत्री योगी आदित्यनाथ ने शुक्रवार को राज्य के MSME क्षेत्र को समर्थन देने के लिए यामानाशी से जुड़े ₹600 करोड़ के फंड तथा Invest UP में एक विशेष यामानाशी डेस्क स्थापित करने की घोषणा की।
लखनऊ के इंदिरा गांधी प्रतिष्ठान में आयोजित जापान–भारत बिजनेस नेटवर्किंग कार्यक्रम में इन पहलों की घोषणा की गई।
कार्यक्रम में यामानाशी के गवर्नर कोटारो नागासाकी के नेतृत्व में जापानी प्रतिनिधिमंडल और उद्योग जगत के प्रतिनिधि शामिल हुए। उत्तर प्रदेश सरकार के वरिष्ठ मंत्री और अधिकारी भी मौजूद रहे।
इस अवसर पर कौशल विकास, तकनीकी प्रशिक्षण, पर्यटन और जापानी ग्लोबल कैपेबिलिटी सेंटर्स (GCCs) से संबंधित चार समझौता ज्ञापनों पर भी सहमति बनी।
इन समझौतों के जरिए दोनों पक्ष निवेश तक सीमित संबंधों के बजाय प्रशिक्षण, तकनीक और रोजगार जैसे क्षेत्रों में व्यापक सहयोग का आधार तैयार करना चाहते हैं।
मुख्यमंत्री योगी आदित्यनाथ ने कहा कि जापान के साथ उत्तर प्रदेश की साझेदारी को अब अधिक संगठित और परिणामोन्मुख बनाना जरूरी है।
इसी उद्देश्य से Invest UP में प्रस्तावित यामानाशी डेस्क जापानी निवेशकों और कंपनियों के लिए एक विशेष संपर्क एवं सुविधा केंद्र के रूप में काम करेगा।
उन्होंने जापान एक्सटर्नल ट्रेड ऑर्गनाइजेशन (JETRO) और जापान इंटरनेशनल कोऑपरेशन एजेंसी (JICA) के साथ नियमित समन्वय की आवश्यकता पर भी जोर दिया।
मुख्यमंत्री के अनुसार, इससे नई व्यावसायिक संभावनाओं की पहचान, निवेशकों की समस्याओं के समाधान और परियोजनाओं के क्रियान्वयन में तेजी लाने में मदद मिलेगी।
योगी आदित्यनाथ ने जापानी प्रतिनिधिमंडल के समक्ष उत्तर प्रदेश में तेजी से विकसित हो रही कनेक्टिविटी, औद्योगिक ढांचे, प्रशिक्षित मानव संसाधन और निवेश-अनुकूल नीतियों का उल्लेख किया।
उन्होंने कहा कि राज्य जापानी कंपनियों को विशाल बाजार, आवश्यक बुनियादी ढांचा और युवा कार्यबल उपलब्ध कराता है, जबकि जापान की तकनीकी क्षमता और वैश्विक अनुभव उत्तर प्रदेश की औद्योगिक प्रगति को नई गति दे सकते हैं।
मुख्यमंत्री ने कहा कि राज्य सरकार ऐसी साझेदारी चाहती है जिसमें निवेश के साथ तकनीक, कौशल और रोजगार भी आगे बढ़ें।
उनके अनुसार, जापान उत्तर प्रदेश के लिए केवल निवेश का स्रोत नहीं, बल्कि विकास की दीर्घकालिक यात्रा का महत्वपूर्ण भागीदार है।
₹600 करोड़ का यामानाशी फंड राज्य के सूक्ष्म, लघु और मध्यम उद्यमों के लिए नई सहायता व्यवस्था तैयार कर सकता है, जबकि Invest UP में विशेष डेस्क जापानी कंपनियों को राज्य सरकार के साथ अधिक केंद्रित और सुगम संपर्क उपलब्ध कराएगा।
चार नए समझौतों और प्रस्तावित संस्थागत व्यवस्थाओं के साथ उत्तर प्रदेश अब जापान के साथ अपने संबंधों को अधिक व्यापक आर्थिक ढांचे में विकसित करना चाहता है, जिसमें निवेश, नवाचार, कौशल, पर्यटन और रोजगार एक-दूसरे से जुड़े हों।
