US-Iran Deadlock Deepens Over Strait of Hormuz as Tehran Pushes for Talks
Iran says diplomacy remains the only route to resolving the confrontation over the strategic waterway, while Washington has rejected Tehran’s latest seven-day proposal and tensions continue to spread across the Gulf.
NEW DELHI: Efforts to find a diplomatic exit from the escalating US-Iran confrontation have run into fresh uncertainty after President Donald Trump rejected Tehran’s latest proposal linked to reopening the Strait of Hormuz.
Iranian Foreign Minister Abbas Araghchi has nevertheless argued that the dispute cannot be settled through military pressure alone.
He has maintained that a negotiated arrangement is necessary to break the current impasse and address the demands of both sides.
The diplomatic initiative revolves around one of the world’s most strategically important shipping passages.
Under Tehran’s proposal, the waterway could be reopened within seven days if Washington agreed to lift its naval restrictions on Iranian ports and ease other economic measures against Iran.
The plan also envisaged the resumption of negotiations on Iran’s nuclear programme.
The proposal emerged after US and Iranian representatives, with Qatar playing a mediating role, explored the possibility of a phased arrangement.
Bloomberg reported that the discussions were aimed at pairing the reopening of Hormuz with the removal of the US blockade affecting Iranian ports.
That diplomatic effort, however, suffered a setback when Trump said he had rejected Iran’s offer.
The US president indicated that Washington wanted an agreement on different terms, leaving the immediate future of the negotiations uncertain.
The dispute over Hormuz has consequences well beyond the two countries.
The waterway is a crucial route for international energy shipments, and the disruption of commercial traffic has already contributed to pressure on oil markets and the wider global economy.
Riyadh attack adds to regional tension
The diplomatic uncertainty has coincided with renewed military activity involving Iran-aligned groups.
On Saturday, Saudi authorities said their air defences intercepted drones launched by Yemen’s Houthi movement towards Riyadh. A ballistic missile was also reported to have been intercepted near Khamis Mushait. The Houthis are backed by Iran and have been involved in the wider regional conflict.
The developments have added another layer to an already complicated regional confrontation involving the United States, Iran and several Middle Eastern actors.
Nuclear issue remains central
Iran’s nuclear programme remains one of the principal obstacles to a broader settlement. Tehran has continued to insist that it has the right to pursue nuclear technology for peaceful purposes while rejecting allegations that it seeks nuclear weapons.
President Masoud Pezeshkian has also said Iran remains open to diplomacy, although Tehran has objected to negotiations conducted under military or economic pressure.
The issue has become particularly contentious because Washington has demanded assurances concerning Iran’s nuclear capabilities, while Tehran has resisted what it describes as coercive conditions.
The two sides had previously reached an understanding in June that produced a temporary reduction in hostilities, but that arrangement subsequently collapsed.
The latest diplomatic initiative was therefore being viewed against the backdrop of earlier attempts that failed to produce a durable settlement.
Washington weighs its next move
The question of what happens after the US midterm elections has also entered the diplomatic debate.
The Wall Street Journal has reported that Trump remains doubtful that Tehran will accept Washington’s demands and that US officials anticipate the possibility of renewed military action after the November elections.
Other reporting has noted Trump’s own statements that the conflict could end after the elections.
For now, Tehran is continuing to argue for negotiations while Washington has rejected the latest proposal as presented.
With the Strait of Hormuz remaining at the centre of the dispute, the next phase will depend on whether the two sides can bridge their differences over sanctions, the naval restrictions on Iranian ports, nuclear issues and the future status of the strategic waterway.

अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप ने ईरान के उस प्रस्ताव को स्वीकार करने से इनकार कर दिया है, जिसके तहत सात दिनों के भीतर स्ट्रेट ऑफ होर्मुज को फिर से खोलने और बातचीत बहाल करने की पेशकश की गई थी।
ईरान के विदेश मंत्री अब्बास अराघची का कहना है कि मौजूदा संकट का स्थायी समाधान सैन्य दबाव से नहीं, बल्कि बातचीत के जरिए ही संभव है। तेहरान ने संकेत दिया है कि वह कूटनीतिक रास्ते से गतिरोध खत्म करने के लिए तैयार है।

ब्लूमबर्ग की रिपोर्ट के अनुसार दोनों पक्ष एक चरणबद्ध समझौते की संभावनाओं पर विचार कर रहे थे, जिसमें होर्मुज को खोलने के बदले ईरानी बंदरगाहों पर अमेरिकी नाकाबंदी हटाने का प्रावधान शामिल था।

नवंबर में होने वाले अमेरिकी मध्यावधि चुनाव भी इस पूरे घटनाक्रम की पृष्ठभूमि में महत्वपूर्ण हैं। द वॉल स्ट्रीट जर्नल की रिपोर्ट के मुताबिक ट्रंप प्रशासन को अब भी संदेह है कि तेहरान अमेरिकी मांगों को स्वीकार करेगा और चुनावों के बाद ईरान के खिलाफ सैन्य अभियान फिर शुरू होने की संभावना पर चर्चा हुई है।
दूसरी ओर ट्रंप ने सार्वजनिक रूप से यह भी कहा है कि संघर्ष चुनावों के बाद समाप्त हो सकता है।
फिलहाल ईरान बातचीत के जरिए समाधान पर जोर दे रहा है, जबकि अमेरिका ने तेहरान की नवीनतम पेशकश को अस्वीकार कर दिया है।
अब निगाह इस बात पर है कि दोनों देश प्रतिबंधों, ईरानी बंदरगाहों पर अमेरिकी कार्रवाई, परमाणु कार्यक्रम और स्ट्रेट ऑफ होर्मुज की स्थिति जैसे विवादित मुद्दों पर किसी साझा आधार तक पहुंच पाते हैं या नहीं।
