Uttar Pradesh Government to Bring Gyms and Sports Clubs Under Sports Department Regulation

In a major step towards improving standards and accountability in the fitness and sports sector, the Uttar Pradesh government is preparing to bring gyms, sports clubs, and private sports institutions under the supervision of the state Sports Department.

Under the proposed system, these institutions will need official approval and registration to operate legally.

According to the report, all organizations associated with sports and fitness activities will be required to obtain a No Objection Certificate (NOC) from the Sports Department.

Institutions that fail to comply with the prescribed guidelines may face action from authorities.

The new framework aims to ensure that gyms and sports facilities follow proper safety and operational standards.

Registration fees and service charges will reportedly be fixed according to government-approved guidelines.

Authorities are also planning to monitor factors such as cleanliness, trainer qualifications, changing room facilities, emergency preparedness, lighting, ventilation, and availability of basic medical support.

Officials said the move is intended to create a safer and more professional environment for people participating in fitness and sports activities.

In case of accidents or negligence, registered institutions may also be held accountable under the new rules.

The policy is expected to benefit talented athletes from economically weaker backgrounds as well.

Sports equipment and training assistance may be provided to promising players participating in district, state, and national-level competitions.

According to departmental estimates, Prayagraj alone has nearly 450 registered and unregistered gyms, along with several sports clubs and fitness centres.

Across the district, the total number of such institutions is believed to exceed 1,000.

Regional Sports Officer Prem Kumar stated that a proposal related to the new regulatory framework has already been sent to the government, and efforts are being made to implement the model in Prayagraj on a pilot basis.

Under the proposed registration process, institutions will have to provide complete details, including the name of the facility, address, management information, trainers’ qualifications, safety arrangements, available equipment, medical facilities, fire safety systems, registration numbers, and structural maps of the premises.

The application process is also expected to require documents related to ownership, operational permissions, staff information, and emergency preparedness plans.

Authorities believe that these measures will help improve transparency and raise the overall quality of sports and fitness services in the state.
